Cloverdale plumber fined $3,000 for non-certified work

Cloverdale plumber Matthew David Mitchell (TL13359), trading as Seven Star Plumbing and Gas Pty Ltd, has been ordered to pay a fine of $3,000 to the Building Commissioner by the Plumbers Licensing Board (PLB) as a result of disciplinary action taken against him.

At their 23 April 2018 meeting, the Board imposed the fine as a result of disciplinary breaches of the Plumbers Licensing and Plumbing Standards Regulations 2000.

It was found that Mr Mitchell, the holder of a tradesperson licence, carried out work at a Queens Park house in February 2017 while not under the general direction and control of a licensed plumbing contractor.

The breach was discovered when a Building and Energy plumbing inspector attended the property to inspect the plumbing work acting upon a complaint by the owner that the work had been sub-standard.

While a rectification notice was issued and complied with by Mr Mitchell, the breach related to the fact that the original work and the rectifications had not been certified as compliant by a licensed plumbing contractor.

The contractor named by Mr Mitchell denied that he had certified or had any intention of certifying the work on the Queens Park property. 

“The non-compliance is intentional, as the trader has admitted that at the time he was aware that the holder of a tradesperson licence is only entitled to work under the general direction and control of a contractor,” PLB Chairperson Howard Croxon said.

“The Plumbers Licensing Board will continue to hold to account those who flaunt the licensing and compliance regulations and put the public interest and the reputation of the plumbing industry at risk.”
